Chinese shares closed at their lowest in 3-1/2 months on Monday, led by brokerage issues on lingering fears over Beijing's fiscal tightening steps, while Hong Kong rebounded as investors picked up beaten down stocks. Beijing has taken a series of measures, including raising bank reserve requirement ratios, to drain excess liquidity, but investors are now worried that the tightening steps could soon spread to interest rate increases.
