Bank-to-bank lending rates for three-month dollar funds edged to a fresh all-time low on Friday, but the fall appeared to be running out of puff amid worries the United States could lose its triple-A credit rating. Ratings agency Standard & Poor's on Thursday cut its outlook on Britain to negative from stable, stoking fears other AAA-rated countries with huge debt levels could suffer a similar fate.
